THE REGULAR MEETING OF THE BOARD OF PARK COMMISSIONERS of the Park District of Forest Park, Cook County, Illinois was held in the Administration Building of the Park District of Forest Park, 7501 Harrison Street, Forest Park, Illinois at 7:00 p.m. on May 18, 2006.
Roll Call: President Boy chaired the meeting. Commissioners Byrnes, Espinosa, McDermott, Sansone and Boy answered present. Also present were Director Dave Novak, Assistant Director Larry Piekarz, Treasurer Gerald Sebesta and Secretary Chris Richards.
The Pledge of Allegiance was recited.
Approval of Agenda: Motion was made by Commissioner Sansone, seconded by Commissioner Espinosa to approve the agenda. Ayes: 5.
Approval of Minutes:
-Motion was made by Commissioner McDermott, seconded by Commissioner Byrnes, to approve the minutes of the May 4, 2006 Regular Meeting. Ayes: 5.
Correspondence: The Board reviewed the correspondence file which included the Board Highlights of the Forest Park Public Schools District #91 and a copy of Director Novak's letter to Landscape Structures in appreciation of the assistance if Jeff Kaiser and Dan Jackson, two of their employees, in assembling the skatepark equipment.
Public Comment: None.
Treasurer's Report:
-Treasurer Sebesta reviewed the lists of computer checks totaling $165,386.41 and manual checks totaling $6,950.59 for a grand total of $172,337.00 in disbursements for April and May. Motion was made by Commissioner McDermott, seconded by Commissioner Sansone, to authorize disbursements for April and May. Roll Call: Ayes: Commissioners Byrnes, Espinosa, Sansone and Boy.
-Treasurer Sebesta reported that fund balances for the close of April totaled $972,785.77. All funds, except Audit, show a positive balance. One of the main reasons the Corporate Fund balance is high is because we delayed the work on Building #1. Jerry noted some of the specific revenue accounts in which we were over-budget and expense accounts that were under-budget. Investments total $943,087.27 in a Money Market account at Forest Park National Bank, yielding 3.35%. Gerry has discussed our interest rate with Guy Giannini of Forest Park National and he has agreed to increase it to 4.30%, which is the highest rate they offer. Motion was made by Commissioner Sansone, seconded by Commissioner Espinosa, to accept the April 2006 Financial Statements. Roll Call: Ayes: Commissioners Byrnes, Espinosa, Sansone, McDermott and Boy.
-Gerry advised the Board that he and staff are working on the FY 2006-07 Budget and reviewed the worksheet that is used in computing budget figures for the new year and answered questions concerning the preliminary figures. The Budget and Appropriations Ordinance will be drafted and put on display by the June 15th meeting. Discussion was held concerning the budget for professional development and the possible implementation of a policy concerning attendance at national and state conferences. Aspects discussed were the earning of CEU's through, the business need for, the benefits realized through, the public perception of and the costs associated with attendance, particularly at the national conference. The subject was tabled until a future meeting and commissioners asked to consider the matter.
Old Business:
-Director Novak updated the Board on the status of the skatepark, which is 95% completed. The two employees of Landscape Structures who came out to retro-fit the platforms on features assembled in the Phase I delivery were very helpful in assisting the maintenance crew with assembly of the Phase II equipment. Dave reported that the brown fencing around the skatepark which was installed over 15 years ago is in very poor shape. United Fence has submitted a proposal to restretch and restore the fence, adding 30 feet of fence for $3943. They have also proposed all new black clad vinyl fencing for $6594. The consensus of the Board was to proceed with the new black fencing. Assistant Director Piekarz reported that invitations and programs are being prepared for the Grand Opening on June 3rd and Red Bull is working to find skateboarders for a demonstration. Larry has had conversations with representatives from Red Bull and, in return for allowing them to set up booths at the 4th of July, tournament and the skatepark opening, they will donate $1000 to the Park.
-Scott Triphahn completed a site visit on May 16th. Work in Building # 4 is progressing and is scheduled to be complete on June 2, 2006.
New Business:
-A proposed schedule of Regular Meetings for Fiscal Year 2006-07 was presented to the Board. Motion was made by Commissioner Byrnes, seconded by Commissioner McDermott to approve the proposed Schedule of Regular Meetings for Fiscal Year 2006-07. Roll Call: Ayes: Commissioners Byrnes, Espinosa, Sansone, McDermott and Boy.
-The Legislative Golf Outing is scheduled for July 27th. The cost of the outing has been going up each year and is over $600 this year. IAPD is sponsoring Summer Flings this year on June 6, August 9 and September 26. The cost to enter a foursome in all three of these is $720. Dave suggested that this might be a good alternative to participating in the Legislative Outing. The Forest Park Chamber of Commerce/Main Street Golf Outing will be held on June 28th.
-Larry reported that the new van will be available for pick- up on Tuesday, May 23rd. He has been working on soliciting quotes for security cameras and has received three so far that run from $19,000 to $40,000. Commissioner Espinosa has a contact through his job that he will refer to Larry. Larry will consult with Commissioners Byrnes and Espinosa regarding the cameras as both of them have expertise in this area through their jobs. He should have a recommendation for the Board at the June 1st meeting. If the price tag for these will be over $20,000 we will need to go out to bid.
