THE REGULAR MEETING OF THE BOARD OF PARK COMMISSIONERS of the Park District of Forest Park, Cook County, Illinois was held in the Administration Building of the Park District of Forest Park, 7501 Harrison Street, Forest Park, Illinois at 7:00 p.m. on August 17, 2006.
Roll Call: President Boy chaired the meeting. Commissioners Boy, Espinosa, McDermott and Sansone answered present. Commissioner Byrnes was an excused absence. Also present were Director Dave Novak, Assistant Director Larry Piekarz, Treasurer Gerald Sebesta and Secretary Chris Richards. Citizen Maurice Sivek and Bob Skolnik of the Forest Park Review were also in attendance.
The Pledge of Allegiance was recited.
Approval of Agenda: Motion was made by Commissioner McDermott, seconded by Commissioner Sansone to approve the agenda. Ayes: 4.
Approval of Minutes:
-Motion was made by Commissioner Espinosa, seconded by Commissioner McDermott, to approve the minutes of the August 3, 2006 Regular Meeting. Ayes:4.
Correspondence: None
Public Comment:
-Maurice Sivek stated that he is involved with the Village's Centennial Celebration Committee. He indicated that , although the planning is in the beginning stages, the Park District will likely be asked to participate in some of the activities and events. Commissioner Boy informed the Board that both he and Commissioner Espinosa are also on the committee. Preliminary plans include a "birthday party" possibly on April 7, 2007 and a festival in October of 2007.
Treasurer's Report:
-Treasurer Sebesta reviewed the lists of computer checks totaling $132,969.93 and manual checks totaling $24,509.62 for a grand total of $157,479.55 in disbursements for July and August.
Motion was made by Commissioner McDermott, seconded by Commissioner Espinosa, to approve the disbursements for July and August. Roll Call: Ayes: Espinosa, McDermott, Sansone and Boy. Absent: Byrnes.
-Gerry reported that balances for the close of July totaled $561,365.24, commenting that tax bills are due September 1st so we should begin receiving tax distributions during August. Investments, as of 8/16/06, total $499,075.34 in our Money Market account at Forest Park National Bank, yielding 4.3%. Motion was made by Commissioner McDermott, seconded by Commissioner Sansone, to accept the July 2006 Financial Statements Roll Call: Ayes: Espinosa, McDermott, Sansone and Boy. Absent: Byrnes.
-Gerry explained that we need to begin the bond issue process. He reminded the Board that this year's bond issue will include the 2nd half of the referendum-approved issue. He recommended that meeting with Dave Phillips with Speer Financial be the first step in the process. Mr. Phillips will attend the Special Meeting scheduled for August 24, 2006 at 6:00 p.m.
-Commissioner McDermott asked when the audit would be complete. Treasurer Sebesta explained that auditor Greg Miller is only waiting for fixed asset information and Director Novak explained that we are currently working with Maximus, the company that performed the fixed asset appraisal, on procedures involved in updating this information.
Unfinished Business:
-Director Novak discussed the dedication of the multi-purpose field. The Board had discussed in 2005 dedicating the field to the men and women of the armed forces. Superintendent Buckley has completed installation of the flagpole on the field. Director Novak asked if the Board was still interested designating a dedication for the field, suggesting that it could be called "Veterans Stadium". President Boy suggested that the dedication could take place on Veterans' Day, which is Saturday, November 11th. A plaque could be affixed to one of the columns and/or an arch could be installed over the entrance. Director Novak was instructed to look into these options.
-Assistant Director Piekarz distributed flyers on Director Novak's Retirement Golf Outing to be held on Tuesday, October 3, 2006, asking that anyone interested in attending let him know as soon as possible.
New Business:
-We received the Proposal for Design Development and Construction and Bidding Documents for the Addition, Improvements and Repairs to the Existing Administration Building # 1 from W-T Engineering. The Comprehensive Master Capital Improvement Plan for Year Two included budgeted design fees of $90,000. In March of 2006 the Architectural Programming and Schematic Design Phase proposal was approved at a cost of $12,500. At this time W-T Engineering has issued a proposal for the next phase of the project at a cost of $52,500. Motion was made by Commissioner Sansone, seconded by Commissioner McDermott, to accept the Proposal for Design Development and Construction and Bidding Documents for the Addition, Improvements and Repairs to the Existing Administration Building # 1 from W-T Engineering at a cost of $52,500. Roll Call: Ayes: Espinosa, McDermott, Sansone and Boy. Absent: Byrnes.
-Director Novak reminded the Board that a Special Meeting has been scheduled for Thursday, August 24, 2006 at 6:00 p.m. for the purpose of discussing the 2006 Bond Issue with Dave Phillips and also, beginning at 6:30 p.m. for conducting interviews for Construction Management Services for the Administration Building project. Some discussion was held as to the procedure to be used for the interviews. Scott Triphahn will prepare a list of interview questions and commissioners will be given the opportunity to ask questions as well.
-Dave informed the Board that he has been contacted by Softball 360, the television show that filmed here during the tournament. He has been told that the segment on the tournament will be aired on September 2nd and September 9th on Comcast's channel 37. It may also be aired at other times during the week. -Director Novak advised the Board that he will be taking three vacation days on September 11th , 12th and 13th.
